Requesting Meath County Council to carry out an in-dept traffic analysis of heavy goods vehicles traveling through Longwood. The data should include the following in addition to any other criteria deemed necessary by the Transport Department:

  • The number of Heavy Goods Vehicles Passing through the village on average per day (Mon-Fri)
  • The Source and Destination of the vehicles.
  • Average Speed of vehicles on the Enfield / Trim road – Propose the relocation of radar sign to measure.

Supporting information subject to the motion being proposed, seconded and considered: Meath County Council will undertake an in-depth analysis of the average number of HGVs travelling through Longwood village along this route (Mon – Fri) and also the average speed of vehicles on the Enfield/Trim Road. The Council has carried out a preliminary study on traffic at this location and intends to submit an application for funding to the Department of Transport, Tourism & Sport, under the Safety Improvement Scheme 2019 for minor improvements works.

Arising from Item 9.3 of the September 2017 Ordinary Meeting and subsequent meeting of the Transport SPC we call for Meath County Council to prepare a proposal for the members consideration, circulated prior to our budget meeting this year, of the cost implications as set out in Item 9.3. The proposal will be an item on the agenda. This motion does not seek any implementation or changes at this time, its purpose to provide members with the appropriate information to make an informed decision during the budget process. This motion does not seek to limit amendments or additions that are in the spirit of the proposal.

Designated Cycle Friendly Routes for County Meath – Notice of Motion

“Calling on Meath County Council to publish on Meath.ie a list of cycle friendly routes, to
improve road safety for cyclists. Selection of cycle friendly roads should consider
presence of a hard shoulder, width of carriage way for safe over-taking and traffic
volumes. The list is to encourage cyclists to use the safest roads available to them and is
not intended to prohibit any route.”

HGV Routes for Safer Towns & Villages.

For the Transport SPC of Meath County Council to designate HGV routes throughout the county and propose any by-laws required. The purpose of such routes:

  • Divert HGV traffic to higher capacity routes (National & Motorway).
  • Reduce HGV traffic in towns & villages.
  • Improve Road Safety on Regional and Local Roads.

Supporting Information subject to the motion being proposed, seconded and considered. It is recommended that this matter be referred to the Transportation SPC and that the SPC extend an invitation to Cllr. Trevor Golden to attend the meeting to contribute to the discussion.

Estate Public Lighting – Taking in Charge Process

“For Meath County Council to establish a lighting fund to provide lighting for estates that are without service and are in the process of being taken in charge or are unfinished (No Developer). Resident Associations can apply for fund by plebiscite.”

Supporting Information subject to the motion being proposed, seconded and considered. The Council holds a central budget to address deficiencies in estates to be taken in charge where insufficient funds are available for the carrying out of such works. On receipt of a valid taking in charge request/plebiscite, the Council initiates the taking in charge process and uses any available funds to carry out the required remedial works including public lighting up to the standard for taking in charge.

Notice of Motion – Traffic Calming Policy

“To call on the Transportation SPC to consider introducing a Traffic Calming Policy
referencing the National Traffic Management Guidelines and to include the
following local factors:
• Requests from the majority of residents similar to the plebiscite used in
planning for taking in charge requests.
• Length of road
• Recorded speed
• Accident history
• Traffic volumes
• Vulnerable road users
On adoption of the policy, each Municipal District would use these criteria to
allocate funding and prioritise works.”

Improving Broadband in Meath

I have been working with the Economic Department of Meath County Council and the East Border Region on the issue of Broadband. Today I had a motion below which was passed by the members of Meath County Council.

“Meath County Council calls on the Minister for Communications, Energy and Natural Resources in-conjunction with Comreg to introduce  a Universal Service Obligation (USO) for Functional Internet Access (FIA) of not less than 2Mbits until the National Broadband Scheme is fully implemented.”
