Lackanash Road – Update

4.1 Transportation

Reference was made to Item 8.1 – Correspondence received from residents in Lackanash. Michael Finnegan, Road Safety Officer, referred to the measures already provided, which were being ignored by some drivers. The effectiveness of ramps was acknowledged in reducing speed. However the dangers that they can create, particularly on a narrow road with a lot of pedestrian activity, were outlined. It was agreed to meet with the local Superintendent to request that enforcement activity be increased.
Matters raised by councillors included:

• The need for periodic and regular enforcement by speed detection vans, which had proven effective in other locations – reference was made to the need to identify a suitable location for the van to be positioned.

• The need to communicate with residents, e.g. sharing information on the speed surveys undertaken, and highlighting the possible options and solutions.

• The increasing issue of speeding in all locations, the role of the Gardaí in enforcement and the need for residents to contact the Gardaí with their concerns.

• The potential impact of providing a pedestrian crossing at the entrance to the Porchfields.

• The possibility of installing a chicane and a stop/go system on a trial basis.

• The need to progress the link road between the Dublin and Navan roads to take unnecessary traffic away from the town centre.

It was agreed that a letter would issue to residents outlining the actions to be taken and/or considered.

Porch Fields Funding

Porch Fields Walkway – Funding Secured

Today I received notification that my application under the Outdoor Recreation Scheme has been successful. The Department of Rural and Community Development has approved my proposal and have awarded €40,000, Meath County Council will contribute and additions €8,000 bringing the total under this application to €48,000.

I refer to the Expression of Interest submitted by you for the Porch Fields looped walking trail under the Outdoor recreation Scheme 2018 and the subsequent application submitted to the Department for their consideration.

We have now received notification from the Department that this project has been approved for funding in the amount of €40,000. Meath County Council will also be making a contribution of 20% to the project in the amount of €8,000, bringing the total project funding amount to €48,000.

I continue to work for additional capital funding to improve this wonderful resource. I expect these works to start in the coming months.

Trim Burial Ground / Cemetery – Notice of Question

5.1 Submitted by Councillor Trevor Golden

“Regarding a new burial ground for Trim can the following be clarified:

  • How many sites have been identified to date and were these identified by the local authority or a third party?
  • Is the local authority the only entity involved in the process or is the local authority in partnership with other entities?
  • How many sites, if any, have been identified as viable, what is the capacity/timeframe for delivery and supporting infrastructure required?”

Response:

  • 3 viable sites have been identified to date, lands at Loganstown, Dunganny and Dogstown. Site investigations were undertaken at the site in Loganstown and the found to be suitable for burials, an offer has been made on the 13 acre site
    and we await a response from the vendor. The other two sites have not progressed to site investigation stage but a desktop geological study has been undertaken and this suggests favourable ground conditions but, as always, must be verified by excavating trial pits. The site in Loganstown is also more favourable in terms of accessibility and proximity to the town. The sites in Loganstown and Dunganny were identified by MCC and the Dogtown site via an estate agent. Notifications for land for sale have also been set up on the major property selling websites.
  • MCC are the only entity involved in procuring new burial grounds and do not intend to partner with others. The site will offer a full range of interment options including traditional burials, green burials and columbarium walls for cremated remains.
  • See answer above. It is estimated it would take 6 months to develop the preliminary design, 6 months to take through Part 8 and develop detailed design, 6 months for tendering stage and assessment and 1 year to build, in total 2.5 years.

Summary: During this period of monitoring, 11.5% of vehicles were recorded driving above the 60km/h speed limit. The fastest vehicle was travelling at 96km/h at 21:35 on Thursday 21st June.


Recommendations: It is recommended that the Gardai are notified of this traffic data. Gardai enforcement is required to ensure that drivers do not exceed the 60km/h speed limit.

Summary Outbound: During this period of monitoring, 65% of vehicles were recorded driving above the 50km speed limit. The fastest vehicle was traveling at 147km/h at 22:21 on Wednesday 18th July.

Summary Inbound: During this period of monitoring, 56% of vehicles were recorded driving above the 50km speed limit. The fastest vehicle was travelling at 131km/h at 23:06 on Wednesday 18th July.

Recommendations: It is recommended that An Garda Siochána are notified of this traffic data. Garda monitoring and enforcement are required to ensure that drivers do not exceed the 50km/h speed limit.

Kildalkey to Trim – Speed Statistics

The VAS sign is located on the L-4022, Kildalkey Road, Trim and is indicated in red on the above map. The sign records the number of vehicles and the speed at which they are travelling in an easterly direction towards Trim.

Summary: During this period of monitoring, 83% of vehicles were recorded driving above the 50km/h speed limit. The fastest vehicle was traveling at 126km/h at 19:18 on Tuesday 14th August.

Recommendations: It is recommended that the Gardai are notified of this traffic data. Gardai enforcement is required to ensure that drivers do not exceed the 50km/h speed limit

Arising from Item 9.3 of the September 2017 Ordinary Meeting and subsequent meeting of the Transport SPC we call for Meath County Council to prepare a proposal for the members consideration, circulated prior to our budget meeting this year, of the cost implications as set out in Item 9.3. The proposal will be an item on the agenda. This motion does not seek any implementation or changes at this time, its purpose to provide members with the appropriate information to make an informed decision during the budget process. This motion does not seek to limit amendments or additions that are in the spirit of the proposal.
